a minute or two after startup I'm not able to launch any more programs. I've
watched them attempt to launch in the Task Manager. ie tends to freeze at
about 3,800k, notepad gets to about 2,200k, etc.

I've run a knoppix memory check, also tried the one available through xp at
startup. The memory seems to be ok.
I've been running Windows Live One Care since a day or two after I got the
thing online.
Could xp be declining memory requests from the programs?

I'm at the end of my tether.

Well, things to ask is:
- How much RAM installed, less than 512 it will be slow like a snail!
- How much Disk space you got left for these App to use and get their ways
around!!!
- Why the Notepad running at start up?
- Do your applications configured to start up with windows and get updates,
hence the delay and the slowness when starting?

You need to provide the answers for these Qs.

Run a thorough scan by doing the following steps:

Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.

= Then try to Disable the Add-Ons on your Browser somehow installed on your
browser, On how to disable the Add-ons follow this:
Click on Programs Tab and then click the Manage Add-Ons Button there Disable
the None/Not Verified Plug-ins/Add-ons ( you need to Renable them one-by-one
later and see which is the culprit .

Then click on Advanced tab and scroll down to under the Browsing Option:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) uncheck this box.
