UAC permissions

Why is it that some programs when run, pop up the UAC dialog, which says "an
unidentified program wants to access your computer", and then asks your
permission to run it? How does Vista "identify" a program?

Please don't tell me about the permissions & such like for UAC, I've already
been through the why's and wherefore's, & understand it's MS trying to
protect us from ourselves. I just want to know why some programs are
"identified", & some are not, & require permission to run.

Also is it possible to manually identify programs that Vista is unable to,
to take away the need to grant permission each time they're run?

I'm running Vista Home Premium, if this makes a difference. The particular
program I am using is 'Simon The Sorcerer 3D', & the start menu shortcut
points to simonsetup.exe. Could it be that Vista sees 'setup' in the name of
the program, & that's why it takes a disliking to it?

Try this: Open the Control Panel, type "uac" in the search box at upper
right corner, then select "How do I enable and disable application setup
detection"
