U.S. Robotics 56k ext modem -cannot select TAPI country code

I am having trouble with an external usrobotics modem
attached to com1 on a win2000 server sp3. Windows sees it
ok and allows the driver to be installed (i downloaded the
latest driver from 3com) and it even passes diagnostics.
When I go to configure TAPI however, it forces me to
choose a country/region code whether the modem is
installed or not. The pull-down menu for this is blank in
either case and I cannot use the modem. I am trying to set
PCanywhere 10.52 up to be a host and to use the above
modem however it isn't appearing in the list of devices.
I've tried just choosing com1 but that failed to work as
well. I suspect that something involving TAPI was not
installed or installed improperly but have no clue as to
what. Any ideas out there?

SYMPTOMS
When you use the Phone and Modem Options tool in Control
Panel to setup a new location, the list in
theCountry/regions box is empty.
CAUSE
This behavior occurs if one or more of the following
conditions is true:
The telephony service is turned off.
The telephone service is not configured to start up
manually.
RESOLUTION
To resolve this issue, follow these steps:
Click Start, point to Settings, and then click Control
Panel.
Double-click Administrative Tools.
Double-click Services.
Double-click the Telephony service.
In the Startup type box, click Manual, and then click OK.
