tzarc.dll and invalid shortcuts

When I right-click on an invalid link (e.g., on my
desktop or in any folder) I receive the MS Error
Reporting Window instead of the right-click menu. The
header of the error message follows:
AppName: explorer.exe AppVer: 6.0.2800.1221 ModName:
tzarc.dll
ModVer: 1.0.0.0 Offset: 000a6e05

After I send the MS Error Report, explorer.exe
automatically shuts down and restarts.

I am unable to determine what events took place (e.g.,
software load, new hardware, etc.) which caused his
problem and System Restore is not effective.

I would like to know if anyone has had this experience,
found a resolution besides dropping to the prompt and
executing the "del" command or can offer other actions as
options.

tzarc.dll is not a Windows XP file. It either belongs to one of your
applications, or it is part of a virus/adware/spyware.
