Typing quotation marks in Vista

Why on earth is this happenning???
When I try to type a quotation mark ie: " ... It requires me to put the
next character in to display the quote mark...
Is there a way to turn this off, or even does anyone know what this
"feature" is called???
Putting a space after the quote mark displays the mark, without the
space...not helpful for those millions of us who are used to typing NORMALLY!

Any help on this would be great..

Where exactly are you typing these quotation marks I have tried Notepad,
Word 2007 and Outlook and all seem to work normally.

Mine works fine """"""". Looks like you have stumbled upon a bug.
 
Make sure to set your Keyboard to "English (United States)" instead of
"United States- International", the international designation allows for
adding carrets, etc to text easier but makes the quotes and a couple of other
keys act a little odd. test this by typing a single quote ' followed by an i
and you'll get í
