typing foreign language accent marks

I have a new computer with Microsoft Windows XP HOme
edition. I am unable to type in french accent marks
using the ALT key and the numeric pad as I had been able
to before. Any help would be appreciated.

type
charmap
click OK

Character Map opens

each character is there to either copy or use the combination of keystrokes shown in the lower right
corner
