Is there a way to make it so anytime I open an IE window from a link or
anywhere that it does so maxmimzed?

When I'm viewing a window and I want to scroll down, I left click hold and
drag, but it acts all funny and I get a black circle with a line through it.
What's that about?

I'm no expert on your first question, but I believe you
can do it by changing a default value or two in the
Registry. Caution: this can be hazardous if you don't know
what you're doing. BACK UP your System State Data before
doing this!

On scrolling, check your mouse setup. Make sure the mouse
matches the driver, and actions for the buttons and wheel
(if so equipped) are what you expect. Also check your
selected pointers.

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
