I tried the start menu properties fix and the run command was already checked.
I un-checked it, rebooted, re-checked it and rebooted and still no joy.
Anything else I can do for this part of the problem?
As for the firewall issue, I recently received wireless broadband service,
day before yesterday, and I was told that the Belkin wireless router now
supplies my firewall. Any comments as to that?
Another issue I just discovered is that I no longer have any sounds, other
than an annoying beep when an error occurs. No sounds for games, etc.
When I go to where the settings are for my Conexant (?) mixer is supposed to
be I see a message that tells me that there is no sound mixer, but the
properties in device manager tell me that everything is working perfectly.
What now?

Did you perform the cleaning steps as described in my previous post?.
If you did, what the result?.
If you could open a run command by doing this:
Hold down the Win Key + R if it comes up with the Run command try to type
in:
regedit click [OK] and locate these Keys and make the changes:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer = Locate and Delete "NoRun" in the right-hand pane or change the value to 0
[-]HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
= Locate and Delete "NoRun" in the right-hand pane or change the value to 0
Restore the Run Command (Line 57)

The Router Firewall, it is a hardware Firewall not sugffecient enough to
protect you from the Open WWW, you will need a second line of defence like an
Anti-Virus with Firewall or all in one security suite from a respectable
vendor.
Have a look in the Event Viewer for error messages(X) that can shed some
light and post it back in your next post by performing the following and also
the System File Checker (SFC) sfc /scannow:
Open a Notepad, customize or minimize to the taskbar as you will need it
later for this step to copy the error message on it.
Open a run command and type in:
eventvwr.msc click [OK] you will get the Event viewer control Panel.
click on each of these:
Application
System
Security
Look in the right Pane/window for error message with red (X) or Yellow
exclamation mark /!\ , double click each one to get more info about the
causer.
On the Event error properties message you will see:
Up Arrow
Down arrow
Two pages
Click on the two pages to copy the error message then bring up the Notepad
you opened earlier and right click on the first line and select Paste from
the list, this will paste the error message on a Notepad.
Please don't duplicate the error message one of each kind will be sufficient.

Please we need just the error messages with Red (X) and don't repeat the
error, just one of each kind and post them back in your next post.

Firstly, you didn't answer my Qs about did you run a scan and made sure the
system is clean, because there is a vulnerability issue somewhere in your
problems?.
Secondly, do you have a GPO installed or implemented on this machine?, how
many users are on this machine?.
Do you have an Anti-virus with Firewall?.
Why are you using IPV6 not IPV4 for your IP address schema?, is there is a
reason for that, like ISP implementation.
Do you have a printer/scanner/camera or any Peripherals attached to this
machine?, have a look in the Device manager and see if there is any conflict
in USB/Port or malfunctioning.
Troubleshooting steps under each error, please answer back with your exact
findings and also if you need further clarification about any thing did or
didn't make sense.
Try to start with Clean Boot and see if some of the issues will cure and
Note down which start program been causing this issue.
