Sounds like a failed DCpromo
does your dcpromo.log say that it was complete?
Is the sysvol shared out on the 2nd DC?
Net Share from a command prompt should show you the sysvol share.
If not then the dcpromo is not complete.

| I can add the 2nd DC into "Domain Controllers" ,but its information is

| the 2nd DC is displayed as "workstation/Server" not "Domain Controller"
