I downloaded Tweakui for Windows xp a while back and just now noticed it is
no longer in the (All Programs) list.
It is still listed in the Control Panel Add/Remove Programs list and comes
up when I do a all files and folders search.
About all I know how to do is to create a shortcut icon on the desktop by
right-clicking on the icon etc. but I didn't find a way to get it listed
back into the All Programs menu which displays when clicking START then
click ALL PROGRAMS.
I would like to get it back to the All Programs list again but don't know
how to do it.

Right click on the icon, send it to desktop, then drag it to the
start/programs and when the list of programs shows, drop it. You can also
go to Kelly's site, there is a file to make it show on the control panel
icons.
 
The easiest way to explain, and for you to follow is; Create the desktop
icon. R-click Start and select Explore All Users. On the left side you will
find Documents and Settings>All Users>Start Menu>Programs. Expand it and
drag the desktop icon to it. You may need to resize your window in order to
see the icon.

Make sure you're looking hard enough. I overlooked it at
first. Mine's in all programs as "Powertoys for Windows
XP > TweakUI"
