Tweak UI doesn't show up in Control Panel

After downloading Tweak UI and running the installation, it doesn't show up in Control Panel. Is that where its supposed to be? Is there any instuctions for setup? Or any way to try and trouble shoot why it won't install?

in XP, TweakUI is not a control panel, it should be on the start menu
under XP Power Toys.

there is a "patch" out there that can add it to the control panel folder
however, google for it if you care to...
