Hi somebody
I have tried to understand if it is possible to shift
between NTSC and PAL TV signal into Media Center. I have
asked in several computer stores( I couldn't find any
config settings) but there seems to be confusions about
how to set and change the configuration.

Anyone that have tried to swap between different TV
systems like NTSC, PAL, SECAM etc?

What exactly do you mean by swapping ? if the signal is encoded in PAL, then
how exactly do you want it to become NTSC?. Most TV's of today can
automatically detect and display both NTSC and PAL.
 
US/ Canadian TVs cannot display a PAL signal. Most European TVs manufactured
since 1990 can display an NBC signal when input through START or S-Video
only.

I asked around, the consensus among the MCE team is, "no, not really. You'd
need to buy a PAL tuner card."
MCE doesn't appear to expose a property page to configure the tuner. So even
*if* a driver for a given tv tuner card did allow you to switch input
signals, they don't give the user access to change it. :(

Don't take this as the end-all-be-all answer -- there are lots of creative
peple out there that create applications capable of using the hardware, and
you might discover a 3rd party way of capturing PAL via your TV tuner.
