Does anyone know of a way to output to a tv without placing another
video card in the computer.

As the others suggested, you can replace your existing card with one
that has a TV out feature (if it doesn't already have one). It's
typically through an S-Video connector. If your TV doesn't have
that, you'll need an adapter or RF modulator.
Most newer LCD TVs and Video cards have an HDMI connector. If you're
equipment is like this, use those, as you'll get the best image
quality this way.
If you have an older or budget video card that has only a VGA
connector and you're averse to upgrading the video card or adding
other cards to the computer, there are some RF modulator boxes that
have a VGA connector. The image quality is pretty crappy, but it's
usable for video games and presentations where the text is large and
nobody's sitting too close. Ask at an office supply store as I
haven't seen them stocked at very many computer shops. Be sure it has
a VGA connector too, as most cheaper RF modulators won't have it.
