Usually this problem occurs when one device is PAL, and the other is NTSC. NTSC
is the tv standard used in north america, PAL is used in other countries.
Without knowing where you are and what laptop you have, etc, I don't know how to
fix it, but assuming you are in north america, your tv uses NTSC, and there
should be an option somewhere in your laptop's video settings to change the tv
out from PAL to NTSC.
