Turning USB off

Hi! The question is: How to turn some external devices off. I mean a
method such as script run at system shutdown, because Windows doesn't want
to shut down when i.e. USB Scanner is on. I know that drivers are O.K. and
i've tried almost everything to fix the problem.
Now I think the best solution is to automatically turn off all USB devices
during system shutdown procedure.
I suppose the solution is somehere in the registry.

It didn't help at all - system & drivers & BIOS are up
to date. Now my only hope is in turning USB devices off
during system shutdown. I think it may be done by some
regkey or some call to kernel32.dll
