Turning up the contrast/brightness through Windows?

For some reason my monitor has a darker picture than
other monitors I've seen. It didn't used to be like this.
Over time I started noticing it looking a bit darker than
usual, and other people also have noticed and commented
on it.

The brigthness and contrast settings are up all the way
on the monitor, so I'd like to know if there is a way
Windows can raise the contrast level, since I don't think
it's the monitor.
 
The maximum contrast/brightness is controlled by the circuitry in the
monitor. If the CRT electron gun is getting weak (sounds like it is) there
is nothing that Windows can do for it. Time for a new monitor. Some programs
may allow you to "overdrive" the electron gun, but that only hastens the
eminent failure!
