Turning off DNS and using host files

I want to limit internet access by only allowing users to go to three website that they need in order to do their job. I've tried turning off DNS on the workstation and configured the host file but it didn't work. I also tired to block DNS at the router and use the host file, but that didn't work either. Does anyone know how to get XP to read the host file instead of trying to use DNS? It seems that when it can't get DNS information, it won't do anything at all. It should still read the host file but it doesn't appear that it does. Also, does anyone know of any third party software that can be used for this purpose?
 
It's not on a domain. There are 13 locations each with only one workstation per location. All 13 workstations receive DNS from the Linksys router. The only thing DNS is used for at these locations is for internet access.
 
I forgot to mention that there are 13 locations with only one pc per location. It is not set up in a domain. There is no VPN connection between sites. The only thing DNS is used for at these locations is for internet access.
 
Have you tried, in the Tcp/Ip settings within the properties of
the network connectoid, on the DNS tab unchecking to get DNS
server IPs from the DHCP, but then do not give one and just leave
it blank? If you manage to shut off both DNS client resolvers,
then there is nothing running that would use the hosts file.
