turning off an error message.

I want to open an excel file from a web page. When we click on the excel
file we get an error message saying, "running a system command on this item
might be unsafe. Do you wish to continue?" I want to turn this error off so
that it just always opens the file.

Or, if possible we would perfer having the user click a link in an Intranet
web document that executes excel and opens a document without opening it
within Internet Explorer.

Any help would be appreciated.
