Turning a regular slide into a master slide

File | Save As | From the file types, select Design Template (.pot) PowerPoint
will by default put it into the correct folder for you templates. This will make
it available whenever you want to use it again

how do you turn a regular slide into a master slide in ppt 2003?
 
Michael's told you where to save the template file, but before you do that,
you want to copy everything on your slide, do a View-->Master-->Slide Master
and paste the content there. You will probably then need to adjust fonts,
text size, and bullet look to match what you had on the main slide. Once you
have done that, you will have a master slide. If you want a master title
slide, in PPT 2003 it will be created automatically. In the other versions,
you will need to do an Insert--> Title Slide while in the master slide view.
