I would like to have my computer to turn itself on
when i turn on the power instead of me manually starting
it?. How do it do this

Check your BIOS settings. There may be a "wake" setting that you can use. I
have never seen one that responds to power/no power but perhaps one of the
other choices will accommodate what you want.
 
Or there may be a BIOS setting that sets what action to take when there is
an interruption to the power supply.
Both my machines have this setting, which enables me to switch on the
computer & peripherals together using the wall socket switch.

May work for you but using a sudden on/off of power like that would scare
the heck out of me and would cause me to worry about elecrical damage to
components.

It depends on the BIOS. Unless the OEM has covered the POST screen with an
OEM logo, you'll see something like "Press F1 to enter Setup" flash by
before Windows starts to load. That is the key you want to press to get to
the BIOS configuration screens. Your system manual should make mention of
what key is used too.

Controls you can select "On" at the State After Power Failure location. I
have had no problems, have been doing it this way for over two years.

Whatever works for you and what you're comfortable with. Just relating my
own feelings here. I'm out in the country a bit. It's not unusual to have
power drop out, then surge back only to go out once again seconds later.
Consequently I keep that BIOS setting regarding power failure to "Off."
 
That works only if you drop the power on the machine externally, which is a
very bad idea.

Hate to say it, but your request is a bit nonsensical.

I have to assume that you're shutting the machine down normally then
powering off a power strip/UPS/pulling the plug. If that's the case, then
you're going to have hit two different power switches. There is a setting in
most BIOSes that will revert the hardware power state as it was when power
was lost, but that does not come into play as a result of a normal shutdown.

However if you're saying that you're simply "pulling the plug" and want to
do turn back on then quit that. This will screw up your machine royally.

PS: Am thinking of the settings similar to "Wake on Alarm." The system
would turn on automatically at a certain time of day. This would avoid the
sudden on/off of power supply that you are contemplating.
