Turn off voice saying you have unread mail in Outlook

When I start up Outlook 2003 it checks for mail and a synthetic voice says
"You have 6 unread messages," or something like that. How do I turn that off?

"Micah" provided the solution to my problem in another post:

This reading thing has to do with Office 2003 SP 1 ... in the [Outlook]
Tools menu the
SP added 4 options at the very bottom. One says "Reading options ..." and
that's where this voice thing is. The option is called "Inform Mail
Receiving" ... just uncheck it and that should shut that stupid voice up.

In Outlook, go to Tools> Reading Options. At the bottom of the Reading
Options popup window is "Inform Mail Receiving." Uncheck that box.

i do not see those options where are they
