Turn off the Start Menu?!

A Windows XP PC at my church is exhibiting some odd behavior. The Start Menu
and taskbar are completely inaccessable, as in not visible and unable to be
made visible. I've check the monitor's screen adjustments, tried the Windows
key on the keyboard, and CTRL+ESC - all to no avail.

Additionally, access to the Display Control Panel has somehow been
restricted. Using the desktop right-click\Properties method (remember, I
can't use the Start Menu!) opens the panel but something else hides it
immediately. ALT+Tab shows the panel as open and I can switch to it, but it
instantly hides again.

The system has been scanned for viruses using every online tool I can think
of, and it's clean as a whistle.

I'm thinking that some boy genius thought it would be fun to tweak the
registry, but I've no idea what key (if any) controls these settings. Any
ideas?

Sounds like a Group Policy edit to me. If you have TweakUI maybe you can
access it that way. Just a thought. Anyway, when you do get it fixed it
sounds like it's time for you to increase the security yourself, using the
policy editor.

Thanks, Kelly. I found your site in another post on this newsgroup. The
TaskBar Plus! utility corrected the problem.
