Turn off Request Response

Is there a way to turn off the default setting of "Request
Response" (this under the Actions menu, in the Meeting
window). This action is always checked on, and users have
to uncheck each time they send a message if they don't
want a response. Is there a way to change the default
setting so that "Request Response" is not checked?

I think you an probably do that with a custom form.
