Turn Off Computer button disappeared

Hi there
Getting rid of malware recently I deleted some registry sections which threw
my computer in a log on log off loop. Since I saved the registry pieces I
was removing, booting up from a start CD I was able to restore the registry.
But the Turn off button on the Welcome screen disappeared. Using
ALT-CTRL-DEL doesn´t work either because the Turn Off option button on the
dialog is gray dimmed! The only way to turn off the computer is from within
a logged in account. How can I rest the turn off button? (Professional XP
-Spanish version - SP3)
 
There is a group policy setting 'Don't allow to turn off without login'.
Probably it is enabled.

That did it! Wonder how it got changed though. It was not defined!
