Turn Off Blinking

like many people I find those in-your-face blinking/flashing ads on may
website objectionable.

I presume this is done with some kind of html/script/java type of
command. Is there any way to configure Windows or IE so that it will not
respond to such a command and thus turn off the blinking/flashing?

You could:
Uninstall Macromedia flash, rendering a number of designed-by-morons websites
unusable

Block known ad serving sites at the firewall / hosts file

Turn off 'Show pictures' in Internet Options/Advanced/Multimedia

However, personally I'd install Firefox (1.5.0.7), and get the Adblock and
Adblock.filterset.G.Updater extensions, and each time you see an annoying image,
adblock it, along with other content from the site, using wildcards, such as
http://some.annoying.advert.site.com/ads/*
That, together with pop-up blocking, lot makes the CNN home page readable again.

I am not aware of any extension for Firefox, nor any IE tweak that prevents GIFs
from animating (apart from the escape key).

To further this comment. The following site offers a hosts file which you
can download that blocks a lot of ad serving sites. It's simple and works
great, and I have yet to see any ill-effects from using it.
