You can't. If the TSCALs were districuted after you
installed SP3 (or the licensing post-sp2 hotfix) then
unused licenses will be returned to the free license pool
around 89 days after their last use. If the TSCALs were
issued before SP3, then you should call the Microsoft
Clearinghouse to get your licenses reissued.
