TS2000 and IE issues with popups

We have an internal webpage that relies upon certain
popups that users need to enter info into. Setup a TS
application server, when users log in and open website
they cannot get the popups, the do not automatically
launch, and the link to spawn them does not work either.
Logging in as Domain admin, the popups work. Could
someone offer some ideas what is causing this? Initially
thought it was group policies, but we removed these and
tested with the same result. Not sure where to start
looking, any ideas woud be helpful.

The general way to troubleshoot permissions issues with running programs (since you state that it works if you're an admin) is to run Filemon & Regmon from Sysinternals.com to see what (lack of file system or registry permissions) is precluding the program from running when logged on as an unpriviliged user.

I tried the suggestion off the first link, did not solve
problem. I will try the tools from sysinternals and see
what I can find out. I will post my results.
