TS Server won't log on more than eleven

I have a TS server on the other side of my WAN that seems
to top out at eleven TS sessions - the twelveth user can't
log on until someone logs off.

I'm not seeing any errors in the event log that I can
attribute this behavior to. My TS License server is on
this side of the WAN, and I wonder if that's contributing
to the problem. I can put TS Licensing on the remote
network but I'd prefer not to.

Any ideas?
 
TS licensing is *not* per concurrent users, so if the twelfth user
can logon when someone else logs off, your problem is *not* with TS
licensing. There are 2 other things that can cause this behaviour:

* you have a problem with normal server CALs (which are concurrent)
* you have set a limit on the number of concurrent connections on the
properties tab of the rdp-tcp connection
