TS Server Licensing Server Question

We have a 2000 TS that was pointing to a 2000 Licensing Server that got
rebuilt as 2003. We are now trying to install TS Licensing Server on the TS
server itself. It installs ok, but will not let us connect to anything
(itself) when we launch the Licensing manager. Are we missing something?
