TS Licensing count

Scenario
=====
We had Windows TS 2000 Server come with 5 windows CAL. then, We purchased 10
TS CAL for W2K server.

Event log always promt out this messge? please explain???

EventID:221
Type: warning
License usage for product TermService 5.0 is nearing the maximum number of
per server licenses purchased. Consult Licensing from the Administrative
Tools folder for more information.

Do we need to add 5 more Windows CAL in order to solve the error message.
Currently, max. user login are less than 5 users, maybe 3 TS users (per
device count).

Besides this, some TS licensing database issue shows in event log

Event ID:427
Type: Error
server (1028) C:\WINNT\System32\LServer\TLSLic.edbThe database engine could
not access the file called %4.
2)
Source: ESENT
Category:logging/recovery
Event ID:439
Type: Error
lserver (1028) C:\WINNT\System32\LServer\TLSLic.edbUnable to write a
shadowed header for file %4. Error %5.

Please HELP!!!
 
The license warning is about server CALs, not TS CALs. Every
device that connects needs one, for file/print/authentication
services. Check in Control Panel - Licensing applet.

The other 2 events (427 and 439 from ESENT) can happen when the
permissions on the file are insufficient, or you have not enough
diskspace on the partition. Check for more info here:
