TS Licenses Expiring

I am running out of days to remedy this problem before my
users are locked out. Who are the experts at MS that I
can call on to explain license issues? Previously I
posted the following:

Yes, the license server is running on the TS Box, not a
DC. It appears to be issuing licenses based on dates. I
went ahead and had the license server reinstall using the
reason as upgraded server. This freed up two licenses but
i then noticed that many of the computers that it issued
licenses to no longer exist. What's the next step?

When you upgraded the TS to 2003, did you also buy new 2003 server
CALs and TS CALs? As Matthew wrote, you don't get a free TS CAL
from a 2003 LS and a W2K TS CAL is *not* valid to connect to a
2003 TS.
What you can get is a free TS CAL for every XP Pro license that
you owned on the day of release of Windows 2003 (24 april 2003).

Also: in which mode did you install the TS (Per User or Per
Device) and which type of 2003 TS CALs have you bought and
installed (if any)? If the TS is configured for "Per Device"
licensing, and you install "Per User" TS CALs, they cannot be
issued and clients will get a temporary license instead.
