TS licence server

i am running a windows NT4 domain with several terminal servers in it. We
have one of the terminal servers currently acting as the licence server and
this obviously gives out the licences when a client connecting requires one.
I am concerned that if the licence server was to fail:

1. would the clients still be able to connect to the other terminal server?
2. can i activate another machine as a licence server and reinstall the
licences after going through the process with MS, will the clients realise
that there is a new licence server?

especially:
How do I configure Terminal Services Licensing (TSL) servers for
redundancy or high availability?

Although the answer assumes an AD domain, you can easily modify the
setup to fit your situation.
