TS 2003 User CAL's

A client has brought to my attention that their new TS licensing server is issuing temporary device cals instead of the installed 300 user cals. We now have 170 temporary device cals about to expire in two weeks. Has anyone seen this before? These are all Windows Server 2003.
 
The 2003 TSLS has no ability to issue User TSCALs. That being said it's not normal for temp TSCALs to be issued. Check to make sure your TS is using your TSLS and that they are both in the same licensing mode, i.e. per-user/per device. If your TSLS is not a DC you should configure the TSLS like this:

We have the same problem with 51 Temporary Liscences Per Device CAL Token issued that also will expire soon

What do you mean "The 2003 TSLS has no ability to issue User TSCALs
We installed TS Cals (20) on the Windows 2003 Server and they appear as "Windows Server 2003 - Terminal Server Per User CAL Token
We only have 1 Win 2003 Server and have Terminal Server AND TS Liscense Server on this machine. NOT a DC
Our DC is a Win 2000 server with TSLS on it (do we remove this one?). We have the following 3 Procucts listed in the TSL snap-in on the Windows 2003 Server

Existing Windows 2000 Server - Terminal Services CAL Token (per device), Built-in, Unlimite
Temporary Licences for Windows Server 2003 - Terminal Server Per Device CAL Token (51 temporaries
Windows Server 2003 - Terminal Server Per User CAL Toke

Do we need to start over or what are your thoughts

Is the 2003 Terminal Server set to use "Per User" licensing? The
default is "Per Device".
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings
If it's set to Per Device mode, it will look for a Device TS CAL
and will not issue your Per User TS CALs.

Check this article, it explains that even after you have
switched licensing mode on the TS, your Per User TS CAL count will
not be decremented, since it is currently not managed:

You don't need the TSLS on the W2K DC, since the 2003 LS can
handle both W2K and 2003 TS CALs (this is confirmed by the
"Existing Windows 2000 Server - Terminal Services CAL Token (per
device), Built-in, Unlimited" entry in the 2003 LS.
