trying to restore a missing system file

somehow, a system file called hal.dll was deleted from my pc. now Windows doesn't start anymore. i took the win xp intallation cd, put it in and selected "restore previous installation". that brought me on a DOS-like window...what do i do now? in brief, how do i restore a file that was in the system32 folder using the win cd?
 
This is the second post I saw today with a missing hal.dll file.

Don't know the answer to this problem..but something is going on.

This was the other post, posted here under dual boot up not working:

The system has two drives, Win98SE (FAT32) on drive C and XP pro on drive
D(NTFS). I am getting the hal.dll missing or corrupt message.
