trying to keep ATI drivers from loading at startup

My instructions for installing my new drivers tells me to delete my old drivers, restart the computer and to select "No" when it asks me if i want to re-install the drivers. Then to manuelly install the new drivers. However, when i restart my CPU, it automatically sees the "new Hardware" and reinstalls the drivers without asking me. How do I stop this?

Try again but this time disconnect the device from your computer first.
