I just spent 90 minutes on the phone with Dell Gold Support solving this for
them. Hopefully, the logged this solution in their knowledge base, since
they had no prior record there. I also made sure that Norton AV File System
Realtime Protection was disabled, which by itself did not help.
Because Dell had no idea, we did walk through the process of deleting
program files and registry keys described in this thread:

Close to giving up, I randomly, I decided to click on Intervideo WinDVD
Uninstall just one more time. This time, instead of failing with "missing
setup required files," it gave me a DirectX version error. Hallelujah! I
went directly to the DirectX download site at
http://tinyurl.com/i0n2
The problem was indeed DirectX. I don't know what version shipped with this
brand new Latitude D600 running Win2K, but I do know that I had also had run
ALL of the Windows Updates which never alerted me that I might need a newer
version of DirectX!
In any case, downloaded and ran the 9.0b Runtime and the problem was
resolved.
