Trying to install PATA hard drive and external enclosure

I just got a new 250GB Seagate hard drive. I have attached it to my
external enclosure, made power and USB connections. I turn on the
power and Windows XP sees that I have a new drive and gives me a
message that it has been successfully installed and is ready to use. I
go to My Computer and do not see the drive or letter. What am I doing
wrong? Thanks.
 
You must partition and format it...

Start->Run diskmgmt.msc
RClick (in lower right panel) on the disk and choose appropriate option...

Or use Disk Management if you're in Windows XP -
Rt-clk My Computer/select Manage/select Disk Management.
