Trying to develop vb.net project with access to SQL database

I am trying to develop vb.net projects that involve
creating tables on SQL database.
1)Can this be done on my PC which has an XP Operating
System only?
I have down loaded (trial versions only)what I believe
all the latest SQL Server 2000 softwares and install them
on my PC.
Can someone explain how to create a Sql table? eg:
Which one of the Icon shall I open? Would I get a DOS or
Window view? What header will appear to indicate that I
have opened the correct format?
