When trying to delete a file (index.dat), I get an error
meassge stating "There has been a sharing violation. The
source or destination file may be in use." What ca I do to
delete this file?

Index.dat is the Internet Explorer cache index file. It facilitates the
browser cache mechanism that speeds access to frequently accessed web pages
across different browser processes in the same user context

You can delete the file using recoveryconsole.
It will simply be recreated again.
There are several third party tools that will facilitate removing the file
at windows shutdown.
