trying to control who I send emails to

My company is trying to take steps to abide by the U.S. governments orders to
not export to terrorist type countries and I would like to take steps to have
that include emails and email attachments.

Is there a way to email, reply or forward email only to people that show up
in your contacts list?

Can I reply to an email that has maybe 20 people in the CC: and have Outlook
verify that all those 20 people are in my Contacts group?

I am not an expert using Outlook and have not found a way for this to be
accomplished. Any help would be greatly appreciated.
 
No, its not possible. The admin should be able to configure the SMTP server
to drop messages to TLD of countries you don't want to associate with.
