try to download or upgrade and it wont let me

Everytime I try to download something from a web site ie yahoo messenger, it tells me i am not authorized to view this page. Also, when i try to upgrade office update it tells me its having problems to find it. I have just had a healthcheck on my pc from pcworld and i have not removed anything ie files or programs from my pc. It is really annoying now can anyone help me please

update,it will get you to the site.For unauthorized,open internet options
delete cookies,delete files (chk the box,all off-line files),make sure securit
and privacy are in default,(medium settings).
