One thing I liked about Server 2003 with IE6 is that it prompts you each
time if you want to include a particular website.
In XP, how can I creae this functionality?
The cool thing about this is that when a pop-up comes my way I can blacklist
it!

This had already been suggested to me, but all it does is offer offline
content, don't even know what that means..........in the sense of what
exactly it does.

Take a closer look Komboloi. :-)

"...Restriction commands in the tools menu help you set sites as trusted or
restricted without having to wade through the control panel to find the
controls."

"Microsoft has a handy tool that will add a menu choice Add to Trusted Zone
and Add to Restricted Zone to the Tools menu in Internet Explorer. You can
download this tool from the Microsoft Web site [127 KB]. It is called
Internet Explorer 5 Power Tweaks Web Accessory, but it works fine on
Internet Explorer 6."

well I never found this paragraph, now I see where this thing is located.
But here's the thing in WIN2003 IE6 it siply becomes a prompt window that
tells you do you want to add this site or not?
This process now becomes more labor intensive. Wondered if I can find the
same functionality as in my above example?

What's labor intensive about it? You have a web page open>click tools
menu>click add to restricted zone or trusted zone. *Period*. Sure beats
having yet *another* prompt appearing every two seconds IMO.

Otherwise, if you'd find it easier, simply re-install Windows Server. :-)
