Troubleshooting Windows2000 Server DHCP

I have just implemented DHCP SERVER on one of my stand alone Win2K Servers.
We are NOT using Active Directory. The installation/configuration of the
DHCP server appears to have been easy. The service has started. No abnormal
entries in the event log. I have even rebooted the server. However, NO
clients can find the DHCP server... How can I troubleshoot the issue?

My only concern is that my server's IP address is XXX.YYY.AA.ZZZ and the IP
range for issued IP addresses, is XXX.YYY.BB.100-140. with a netmask of
255.255.255.0 and router of XXX.YYY.BB.254.

Why is the server in a different IP-range (the 3rd octet) than the clients?
Did you set options 003, 006 and 015 in DHCP-server, Scope options?

why not use AD??!?! That is the whole purpose of a server. No need to use
letters, tell us the #'s.
