troubleshooting help needed -- XP/LAN

XP Tablet PC Edition. Rebuilt system due to corrupt system file over the
weekend.
Broadband connection to Earthlink at home is now working AOK.
At work, I used to be able to access LAN by plugging in Ethernet cable.
XP recognizes the LAN is there (says Ethernet connected at 100 MBPS), but
per status screen only 1 or 2 bits go back and forth.
Whenever I use a program that accesses the Internet, the Earthlink signup
dialog pops up. It should be seeing and connecting to the LAN.
Ideas how to troubleshoot?

LAN connection is enabled. Status says speed 100.0 MBPS. Packets
sent/rec'd 0/0.
When I launch a program that needs the Internet, it ignores the LAN
connection and launches Earthlink Broadband connection.

HELP!
