error in logs every 5 min........every thing works except promo or demote
domain controllers?

For best results in resolving this event, log on with a non-administrative
account and search http://support.microsoft.com for "Troubleshooting Event
1202s".
 
Turn up winlogon logging to shed more light on "The data is invalid" error.
The winlogon.log is used for debugging the Security CSE (Client-Side
Extension). You can use it to troubleshoot security template settings, etc.

Registry Setting - Add the REG_DWORD value "ExtensionDebugLevel"
and set it to 0x2 -- Glenn LCCNA, MCSE (2000,2003) + Security
 
Glenn, I too am having event 1202s on a Win2K Member server. None of my 3
othter member servers are experiencing this problem. I have followed MS
Knowlegebase article 278316 and 324383 several times. The key to my problem
is when I try to import Setup Security.inf template. When I attempt this I
receive error message that "extended error has occured import failed".

Any light you can shed on this would be appreciated.

I have been trying to solve this error also. It seems to me it occurs on
clients who have installed the .net framework update.
