troubleshoot toolbars and drop down menus

I am having problems with my toolbars and dropdown menus. For example while
in Quick Books or Quicken I will click on " File" from the toolbar. I
expect the dropdown menu to appear. But sometimes only a outline of a box
appears. If I click within the box outline the actual menu items will appear
one by one.

I was thinking that may be it was just this program. Or may be there are
processes running in the back round. But the problems with the dropdown
menus appear randomly with other programs and sometimes there is only one
program running at a time.
