troubles opening window

When I right click on a link & choose the open in new window option, all
currently opened browser windows close. This also happens when I click a
link that says it will open in new window. My pc mfgr. told me to run system
restore, but when I did this it always says unable to restore to date
selected. He then said i need to reinstall Windows XP! Anyone have any
ideas on this one??
 
THAT DIDNT HELP ME... HALF OF THOSE LINKS ON THE PAGE YOU GAVE ME A LINK TO
WERE NO GOOD. I WENT TO THE ONE THAT SAID TO ENTER SOME FIGURES UNDER THE
RUN COMMAND- (http://support.microsoft.com/kb/q180176/) I DID THE FIRST 4
..DLL'S & IT SAID IT SUCCEEDED, THE LAST ONE (regsvr32 pdm32.dll) SAID THE
SPECIFIED MODULE COULDNT BE FOUND.

THE INFO AT http://support.microsoft.com/kb/q274696/ WAS NOT THOURUOGH. I
FOLLOWED THE INSTRUCTIONS & COULD NOT FIND THE DEFAULT SECURITIES TAB.
