Trouble with Windows Firewall

I've just started having trouble with connecting to the internet taking a
solid minute (or longer) and when it finally does I get an error window that
says "Windows Firewall is not turned on". The error message only stays up
for a second or so.

But I check my Security Center and Windows Firewall is very much ON. So why
am I getting this message all of a sudden? And how do I make it stop - it
is really slowing down my startup.

The First Question Of Troubleshooting: If the problem is new, what changed
between the time things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?
