Trouble with opening Control Panel and Printers

When I click on "Start" then "Settings" then "Control
Panel" or "Printers", I receive the following the message.

"Access to the specified device, path, or file is denied."

I have run an updated virus scan with no luck. I have
also followed the procedures in Microsoft bulletin #299923
and nothing changed.

Please help.
