Trouble sending email - receive is fine

Hello folks,

I'm having a strange network problem, and I hope this is the right forum to
address it. I have a computer running Windows 2000 Pro connected to the
Internet via dialup modem. I have been sharing this connection with another
machine, running Windows 98, via ICS. It has worked flawlessly for over 5
years.

Last week, I replaced the Win98 machine with a brand new Compaq Presario
running XP SP2. Everything seemed to be fine, network-wise, except sending
mail with OE. Receiving mail was no problem, but sending mail resulted in
the ol' 800CCC0F error every time. Wondering if it was OE in particular, or
some bizarre firewall thing in general, I installed another email client and
fired off a test message, which went through. I was ready to blame OE. I
posted to the OE newsgroup and received many fine suggestions, but no joy.

I subsequently discovered that the reason the test message went through was
that it was a single word ("test", in fact). Any reasonable-length message
failed to send. OE won't even send single word messages.

Anyway, this machine came with Norton Internet Security 2006 pre-installed.
I removed it using add/remove programs, and followed up with Norton's own
removal tool. Still no joy. In addition, the person using this computer
claims she suddenly has problems accessing certain websites (but not all).
Therefore, I am wondering if there is some kind of filter thing going on.
Windows' Firewall is off.

Everything is fine with Internet connectivity on the host machine, so no
changes at the ISP seemingly.

I have searched the Internet high and low, and am baffled, and I really need
to get full connectivity working on this new XP machine ASAP. Any
suggestions would be hugely appreciated, and if more information would help
diagnose the situation, I will cheerfully provide it!
